Does evidence-based training risk insulating regulators from training oversight? What prerequisites should be in place as a regulator contemplates overseeing an operator’s transition from a prescriptive training environment to a more evidence-led syllabus?

The aviation industry has recognised that prescriptive regulatory environment can only achieve so much when it comes to aviation safety improvements borne out of thoughtful analysis of safety failures and data. Many aviation safety experts are championing the need for a better flow of precursor information in a move towards predictive Safety Management Systems (SMS). In practice, this is not what has always happened. Regulators under resource pressures have failed to insist that SMS is an extra safety margin applied in addition to high level prescriptive rules.

Will training go a similar way with pressure for strict adherence to SOPs, rather than a training opportunity used to explore how and when to employ the problem solving and communication skills - skillsets which are necessary to emerge from the ‘black swan’ event without tragedy?
